Can You Get a New Zealand Work Visa Without a Job Offer?
Almost never. New Zealand's main work visa requires a full-time job offer from an accredited employer before you can apply, and there is no general job seeker visa in INZ's product list. The genuine exceptions are the Working Holiday Schemes, partner-based open work visas, post-study work rights, and a few specialist categories.

The honest answer
New Zealand's work visa system is built around employer sponsorship. The Accredited Employer Work Visa (AEWV) — the visa most people mean when they say "New Zealand work visa" — runs on a three-step model:
- The employer becomes accredited.
- The employer passes a Job Check for the specific role.
- The worker applies, using a job token from that Job Check.
Steps one and two happen before you exist in the process. Without an employer who has done both, there is nothing for you to apply for.
That is the structural reality, and no amount of searching produces an alternative. Sites promising "New Zealand work visas without a job offer" are describing something that does not exist for most applicants, and the ones charging for it are running a known scam pattern — see immigration scams to avoid.
What the AEWV actually requires
- A full-time job offer from an accredited employer, guaranteeing at least 30 hours a week
- Pay at the market rate for the occupation, with the adult minimum wage as the floor
- Two years or more of relevant experience, or a qualification at NZQCF Level 4 or higher
- English evidence for skill level 3, 4 and 5 roles
- Health and character requirements
- Fee from NZ$1,540, decided within eight weeks for 80% of applicants

The genuine exceptions
Four routes let you work in New Zealand without a job offer in hand. Each has its own gate.
1. Working Holiday Schemes
The clearest exception. Working Holiday Visa holders arrive without a job and find one here.
- 45 schemes, each specific to one country or territory
- Fee: NZ$770 = NZ$215 visa fee + NZ$455 immigration levy + NZ$100 IVL
- 80% decided within 1.5 weeks
- All schemes are first come, first served, opening at 10:00 New Zealand time on a published date
- 32 schemes are capped; 13 are uncapped and always open
- Most schemes are for ages 18–30; nine run to 35
- Once in a lifetime — even an unused visa disqualifies you
The gate is nationality. There is no scheme for many of the largest source countries of migration to New Zealand, and no application route exists for citizens of countries without a scheme. Check the full list before planning around it: working holiday schemes by country.
The 20 April 2026 restriction applies to these visas: holders must work under an employment agreement or a contract for services and cannot sole-trade, own or operate a business, or employ others.
2. Partner-based open work visas
If your partner holds an eligible New Zealand work visa, or is a New Zealand citizen or resident, you may be eligible for a work visa in your own name with open work rights — any work, any job, anywhere in New Zealand.
- Partner of a Worker Work Visa: from NZ$1,630, 80% decided within 4.5 weeks, granted without work conditions since 2 December 2024
- Eligibility depends on what the supporting partner earns: NZ$28.00, NZ$35.00 or NZ$52.50 an hour depending on their job
- Working Holiday, RSE Limited, Fishing Crew and Supplementary Seasonal Employment visa holders cannot support a partner work visa

3. Post-study work rights
Graduates of New Zealand qualifications can get a Post Study Work Visa without a job offer.
- Level 7 degree or higher: open work rights — any employer, any role
- Below degree level: work restricted to employment related to the qualification
- From NZ$1,670, requiring at least NZ$5,000 in documented funds
- 80% decided within 3.5 weeks
- Eligibility widens on 16 November 2026 to Level 7 graduate diplomas and bachelor's degrees
The gate is a New Zealand qualification, which means a student visa, tuition at international rates, and time. It is a genuine route, but it is a multi-year one. See the Post Study Work Visa explained.
4. A small number of specialist categories
Several narrow categories exist for particular circumstances rather than for general job seeking. They include the Talent (Arts, Culture, Sports) Work Visa, which requires exceptional talent, a sponsor and the support of a New Zealand organisation recognised for excellence in that field; the Religious Worker Work Visa, which needs sponsorship and a job offer from a registered charitable religious organisation; and the Migrant Exploitation Protection Work Visa, a protective product for workers leaving an exploitative employer.
A Skilled Migrant Category Job Search category also appears in INZ's own levy-exemption list, and applicants under it are exempt from the immigration levy. Its current settings were not verified for this page, so confirm them with INZ rather than assuming what it covers.
None of these is a job seeker visa. Each has a specific gate.
Job hunting from a visitor visa
This is the most common workaround people ask about, and the answer has two halves.
You cannot work in New Zealand on a visitor visa. Working when you hold only a visitor visa is the example INZ itself gives of breaching visa conditions, and breaching conditions is a ground for deportation liability.
You may work remotely for an overseas business. Visitor visas applied for on or after 27 January 2025 allow remote work for an employer or client based outside New Zealand. INZ's published threshold for tax considerations is 92 days in a 12-month period, extending to 183 days for people from tax-treaty countries.
So a visitor visa lets you be in the country, attend interviews and keep earning from abroad. It does not let you take a New Zealand job. If you find one, the employer still has to be accredited and pass a Job Check, and you still have to be granted a work visa before you start.
- Visitor visa: NZ$441 = NZ$300 + NZ$41 levy + NZ$100 IVL
- Funds: NZ$1,000 per person per month, or NZ$400 per month with accommodation prepaid
- Stay: generally up to nine months in an 18-month period, subject to the conditions on the visa
- 80% decided within two weeks

There is also no digital nomad visa. The remote-work capability was delivered as a condition of the visitor visa on 27 January 2025, not as a new visa class.
Residence without a job offer
The residence pathways are not a way around the job offer requirement either.
- Green List Tier 1 requires a job offer, or current employment, in a Tier 1 role with an accredited employer.
- Green List Tier 2 requires 24 months already worked in New Zealand in a Tier 2 role.
- The Skilled Migrant Category requires employment with an accredited employer alongside its points test.

What actually works: get the employer sorted first
If the goal is an AEWV, the practical sequence runs the other way from how most people approach it.
Step 1: Target employers who are already accredited
INZ publishes a list of accredited employers. An employer who is already accredited, and already running Job Checks, is weeks ahead of one starting from scratch. See how to check if an employer is accredited.
Step 2: Check whether your occupation is favoured
Green List roles are exempt from advertising at the Job Check stage, and process materially faster — Job Check in two days average against three, and work visas in two weeks average against four. Jobs paying at least NZ$70.00 an hour are also advertising-exempt. An occupation on those lists is a materially easier hire for an employer.
Step 3: Verify any offer before you act on it
Fake job offers are the dominant scam aimed at people in this position. Two rules cover most of them: employers must not pass recruitment costs on to workers, and INZ will decline an application where money was offered or promised to an employer in exchange for a job offer.
