Changing Education Provider or Course on a New Zealand Student Visa

A New Zealand student visa is granted for a named provider and a named course. Changing either generally requires a variation of conditions, which costs NZ$325, or a new student visa. The new provider must also be a signatory to the Pastoral Care Code.

Your visa is tied to a provider and a course

This is the fact everything else follows from. A New Zealand student visa is not a general permission to study. It is granted on the basis of a specific offer of place, from a specific provider, for a specific course, and the conditions on the visa say so.

That means moving to a different school, university, polytechnic or private training establishment — or changing to a materially different course at the same provider — is an immigration matter, not just an academic one.

Studying outside your visa conditions is a breach of conditions. Breaches are grounds for deportation liability and are visible in later applications, including residence applications years afterwards. This is not an administrative technicality.

The two mechanisms

A variation of conditions changes the conditions on the visa you already hold. It costs NZ$325 on a temporary entry class visa, and it keeps your existing visa in place with amended conditions. See variation of conditions explained.

A new student visa replaces the visa entirely: a full application, a full fee — from NZ$850 for a Fee Paying Student Visa — and a full assessment against every requirement.

Which one applies depends on what is changing and on your circumstances. INZ decides that, not the provider and not a website. Asking INZ, or a licensed immigration adviser, before you enrol is considerably cheaper than fixing it afterwards.

Step 1: Confirm the new provider can support a student visa

The new provider must be a signatory to the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021, and its qualification must be NZQA-recognised. A provider that is not a Code signatory cannot support a student visa, whatever it offers you.

Check this before you accept an offer, and before any money moves.

Step 2: Get the new offer of place in writing

The new offer of place is the document the change rests on. It names the course, level, dates and tuition — all of which feed the assessment, including the funds figure and the visa length.

Step 3: Apply to INZ before you start studying

The change has to be approved before you study under it. Enrolling first and applying afterwards is the sequence that creates a condition breach.

Where a variation of conditions is the right mechanism, it is applied for through your Immigration Online account. Where a new visa is needed, it is a fresh application.

Step 4: Keep your current visa valid throughout

Do not let your existing visa lapse while a change is being processed. If your student visa expires while you are in New Zealand and nothing else has been granted, you are in New Zealand unlawfully — a much larger problem than the one you were trying to solve.

Changing provider changes your processing outlook

This is a consequence people do not anticipate. INZ publishes student visa wait times by provider type, and the bands differ:

Moving from a university to a polytechnic moves you from the 2.5-week band to the 5.5-week band. Moving in the other direction does the opposite. If the change is timed against a course start date, that difference is the thing that decides whether you make it. See student visa processing times.

Lowering your level of study

Changing to a lower level of study is treated as a specific scenario by INZ, and it deserves care.

Level is not just a label. It determines what happens after you graduate: a degree at level 7 or above gives open work rights on the Post Study Work Visa, while a non-degree qualification at level 7 or lower only qualifies if it is on INZ's approved qualifications list — and then work is restricted to the field studied.

If you are on a Pathway Student Visa

The Pathway Student Visa already covers up to three consecutive courses on a single visa, for up to five years. Moving from course one to course two in your approved sequence is what the visa is for — no variation is needed for that.

The condition attached is significant: you must meet the prerequisites for the second and third courses to stay on the visa. A pathway visa is granted on a plan. Departing from the plan — failing a course, changing your mind, a provider withdrawing a programme — puts the basis of the visa in question, not just the timetable.

If your provider closes

Provider closure is one of the situations the Pastoral Care Code exists to handle, and it is a real risk in the private sector.

Every provider supporting a student visa must be a Code signatory, and the Code covers what happens to students if a provider closes. Where a closure forces a change of provider, the immigration side still has to be dealt with — the new provider, the new offer of place, and the variation or new visa.

If this happens to you, contact both the Code administrator via NZQA and INZ early. This is also a situation where regulated advice is worth paying for, because the timelines are not of your making.

The interim rule worth knowing

There is one useful concession at the other end of the journey. Applicants moving onto an Accredited Employer Work Visa from a student visa receive open student visa conditions during the interim, which allows study at any institute while the work visa application is decided.

That removes a real problem — a student whose course finishes while a work visa is pending, who wants to keep studying, and whose visa named a provider they have now left.

Fees and levies are not refunded if an application is declined, and the IVL is never refunded. A provider's refund policy for tuition is a separate matter governed by your contract with them and by the Code.
