Can You Get New Zealand Residence Without a Job Offer?

Yes, but only through a small number of routes. Every skilled residence pathway — the Skilled Migrant Category, Straight to Residence and Work to Residence — requires employment with an accredited employer. The routes that do not are partnership, dependent child, parent, investor and refugee family categories, each with its own gate.

The short answer

Every skilled route requires a job. There is no points-only, occupation-only or qualification-only residence category in New Zealand. A New Zealand employer, accredited by Immigration New Zealand, sits at the centre of the entire skilled system.

The routes that do not require a job offer exist, but they are not substitutes for it. They turn on a relationship, a family connection, capital, or a nationality-based quota. If none of those apply, the honest answer is that the path runs through employment.

Why the skilled routes all need an employer

This is a structural feature of New Zealand's system rather than an accident.

The Skilled Migrant Category requires a position that is with an accredited employer, permanent or fixed-term for at least 12 months (or a contract, or continuous contracts, for at least 6 months), at least 30 hours a week, and at an appropriate skill level. Six points must then be obtained from a qualification, income or occupational registration, topped up by New Zealand skilled work experience at 1 point per year to a maximum of 3.

The Straight to Residence Visa requires a job offer or current employment in one of the 164 Tier 1 Green List occupations, with an accredited employer. It is the only skilled route that needs no prior New Zealand work — but it still needs the job.

The Work to Residence Visa requires 24 months of full-time New Zealand work already completed in a Tier 2 Green List occupation, within the previous 30 months, plus a current qualifying job. It is the most employment-dependent route of all.

The Care Workforce and Transport pathways are built the same way: 24 months already worked, plus a current job with an accredited employer.

Partner of a New Zealander Resident Visa

The largest genuinely job-free route.

No job offer. No income test. That second point is worth stating clearly, because partner residence is income-tested in several comparable countries and people assume it is here. It is not.

What is required instead:

  • The partner must be a New Zealand citizen or resident.
  • The couple must have been living together in a genuine and stable relationship for at least 12 months at the time of application.
  • The sponsoring partner must not have sponsored more than one successful resident visa application in the past 5 years, must be at least 18 (16 or 17 with parental consent), must be of good character, and must live in New Zealand if they hold Australian residency.

Evidence is the hard part. Immigration New Zealand looks at how long you have been together, shared finances and responsibilities, time spent together, and whether third parties recognise the relationship. See evidence of a genuine and stable relationship.

Fee from NZ$5,360. Processing: 80% within 7 months. The visa grants an indefinite right to live, work and study, with travel conditions valid 2 years and a Permanent Resident Visa available after 2 years.

Dependent Child Resident Visa

No job offer, because the applicant is a child.

  • The parent must be a New Zealand citizen or resident living in New Zealand, with legal custody rights.
  • The child must be 24 or younger, single, and financially dependent, in good health and of good character.
  • Children aged 21 to 24 must demonstrate financial reliance on an adult. Immigration New Zealand assesses employment status, capacity for self-sufficiency, and whether the child is studying full-time and living with family.
  • A medical examination is mandatory, a chest x-ray is required for children aged 11 and over, and police certificates are required from age 17.

Fee from NZ$3,230 — NZ$1,830 plus a NZ$1,400 levy. Processing: 80% within 8.5 months.

Parent Resident Visa

No job offer for the applicant — but the sponsor's income is tested, and the category is capped and selective.

  • Annual cap: 2,500 visas per financial year.
  • The sponsoring child must be a New Zealand citizen or resident aged 18 or over.
  • The applicant cannot have dependent children.
  • The applicant must speak and understand English, or pay for lessons.
  • Sponsor income thresholds from 30 April 2026: NZ$109,200 for a single sponsor bringing one parent, rising to NZ$145,600 for two parents; joint sponsors need NZ$145,600 and NZ$182,000 respectively, with NZ$36,400 for each additional parent. The sponsor must have earned at least the minimum for 2 years within the 3-year period before selection.
  • Expression of Interest fee NZ$450 online. Residence fee from NZ$5,810.

The selection model changes on 5 October 2026: from a pure ballot to approximately 90% selected in date order and 10% by random ballot, with the first selection under the new model on 10 November 2026. A warning that matters. The Parent Boost Visitor Visa is a visitor visa. Immigration New Zealand states plainly that it does not give a pathway to a resident visa. Any content implying otherwise is wrong, and it is an expensive thing to be wrong about at NZ$3,100 a head.

Active Investor Plus

No job offer, no occupation requirement, and no age limit for the principal applicant. The gate is capital.

The Balanced day-count reduces by 14 days for each additional NZ$1 million invested in Growth-category assets, to a maximum reduction of 42 days.

Total cost NZ$27,470 — a NZ$12,070 application fee plus a NZ$15,400 immigration levy. It is the most expensive product in the New Zealand system and the only one where the levy exceeds the fee. Pacific quota categories — these do need a job offer

Worth including precisely because they are often misdescribed.

The Pacific Access Category and the Samoan Quota are New Zealand's only nationality-based residence ballots. Registration is free of a job requirement, but selection is not the same as eligibility — a selected applicant, or their partner, must hold an acceptable job offer of at least 12 months to complete the residence application.

Ballots open on 1 April and close on 30 April, with selection around the third week of May. 2026 registrations are closed.

Refugee and humanitarian categories

The Refugee Family Support Category requires a sponsor who is a New Zealand citizen or resident granted residence as a refugee, a protected person, an Afghan interpreter, or an evacuee supporting NZDF operations. The cap is 600 visas a year, currently accepting Tier 1 sponsor registrations only. The fee is from NZ$0 — the category is exempt from the immigration levy. Processing may take up to 12 months.

There are also special categories for victims of family violence and victims of people trafficking, named in Immigration New Zealand's own fee documentation. Their eligibility rules should be confirmed directly with INZ.

What does not exist

Three things people search for that New Zealand does not have.

A digital nomad or remote worker residence visa. There is none. Remote work for an overseas employer is permitted on a visitor visa, and has been since 27 January 2025 — but a visitor visa is temporary and leads nowhere in residence terms.

A points-only residence route with no job. The Skilled Migrant Category is a points system, but the points sit on top of a job requirement. Points alone do not produce residence.

A retirement route without capital. The Parent Retirement and Temporary Retirement categories both appear in Immigration New Zealand's fee schedule at NZ$9,430 and NZ$7,750 respectively, but their settings were not verified here and should be confirmed with INZ before being relied on.

If none of these apply

The realistic sequence for most people is employment first, residence second:

  1. Find a job with an accredited employer. Accreditation is checkable — see how to check if an employer is accredited.
  2. Come on a work visa. The Accredited Employer Work Visa is the main one. Its pay test is the New Zealand market rate for the role, with a minimum-wage floor; the median wage was removed from it on 10 March 2025.
  3. Apply for residence once a residence instruction is satisfied — the Skilled Migrant Category, or a Green List pathway if the occupation is in Appendix 13.

Does the Skilled Migrant Category require a job offer?

Yes. The position must be with an accredited employer, at least 30 hours a week, and permanent or fixed-term for at least 12 months, or a contract for at least 6 months. Points are assessed on top of that requirement, not instead of it.

Is the Partner of a New Zealander Resident Visa income-tested?

No. There is no income requirement for this category. The tests are the genuineness and stability of the relationship, 12 months of living together, and the sponsor's eligibility to sponsor.

How much money do I need for residence without a job?

Through the investor route, a minimum of NZ$5 million invested over 36 months under Growth, or NZ$10 million over 60 months under Balanced, plus a NZ$27,470 application total. There is no lower-cost investment route to residence.

Can I get New Zealand residence over 55 without a job?

The age 55 limit applies to the skilled routes — Skilled Migrant Category, Straight to Residence, Work to Residence, Care Workforce and Transport. Does Parent Boost lead to residence?
