The Exchange Student Visa is for students accepted into an approved student exchange scheme. Exchange students pay no tuition and are treated as domestic students. You must be outside New Zealand to apply. Study Abroad programmes do not count — those students need a Fee Paying Student Visa.

What it is

The Exchange Student Visa exists for a specific arrangement: a formal exchange scheme, approved for this purpose, under which a New Zealand institution and an overseas one swap students.

Because the exchange is reciprocal, the tuition is settled between the institutions rather than by you. Exchange students are treated as domestic students and pay no tuition to the New Zealand provider.

That is why the visa exists as a separate product. It is not a cheaper version of the ordinary student visa; it is the visa for a different financial arrangement.

The mistake that costs people NZ$850

Study Abroad programmes are not approved student exchange schemes.

This is the single most important sentence on this page. The two are easy to confuse — both send you overseas for a semester or a year, both are arranged through your home university, and the names sound like variations on a theme.

Applying for the wrong one means a declined application, a lost fee — INZ does not refund the application fee or the levies when an application is declined, and the IVL is never refunded — and a fresh application against a semester start date.

Ask your home institution's international office, in writing, which programme you are on. They know, and the answer determines your visa.

You must be outside New Zealand to apply

The Exchange Student Visa requires that you are outside New Zealand when you apply. A student already in the country on another visa cannot simply switch to this one from here.

That rules out a common assumption: arriving as a visitor, deciding to join an exchange, and applying from Auckland. It does not work that way, and there is no discretion in a location requirement.

The four-week figure is worth noticing. The Fee Paying Student Visa publishes 80% within 8.5 weeks for the product as a whole — more than double. Exchange applications are more standardised: the scheme is approved, the provider is known, the tuition question is settled and the arrangement is documented by two institutions.

Four weeks is still a real wait against a semester that starts in late February to early March or mid to late July. INZ advises applying at least three months before travel.

Work rights

Exchange students may work up to 25 hours a week, plus holiday work depending on age and study length, for student visas granted on or after 3 November 2025. The previous term-time limit was 20 hours.

The age rules apply as they do across student visas: students aged 15 or younger cannot work, and 16 and 17 year olds need a letter of permission from the provider and from a parent. What you still have to satisfy

No tuition does not mean no requirements. An Exchange Student Visa application is still assessed against:

  • Acceptance into an approved exchange scheme, evidenced by the scheme and the provider
  • Good health — an acceptable standard of health, with a chest x-ray generally required for stays over six months from countries with a high incidence of tuberculosis
  • Good character, with a police certificate required where the stay is 24 months or longer
  • Insurance — appropriate medical and travel insurance
  • A genuine intention to study

The Exchange Student Visa is one of nine student visa products INZ operates. The ones that most often get confused with it:

After the exchange

An exchange is by design temporary. The visa is granted for the exchange period, and it ends with it.

An exchange is not a qualification, so it does not lead to a Post Study Work Visa — that requires either a degree at level 7 or above, or a non-degree qualification at level 7 or lower on INZ's approved list. A student who wants to return and complete a full qualification applies for a Fee Paying Student Visa like any other international student, with the full funds test attached.
